Aging buildings, wet walls, and a reserve fund to protect
A lot of the condominium stock between Orillia and North Bay is older wood-frame and resort construction. Cladding is at end of life, water is getting behind it, and balconies and decks are failing ahead of the reserve fund study. When the engineer's report lands, the board needs a contractor who can price the scope as written, work to the engineer's certification schedule, hit the billing milestones, and keep showing up north of Barrie once the weather turns.
That is the work we do. We are a self-performing general contractor based in Muskoka, with our own crews and our own equipment, and we have taken a full-building envelope remediation from CCDC 2 signature to substantial completion for a resort condominium corporation that then hired us for its next building.
The same corporation hired us twice
Our reference work is a 50+ unit resort condominium community in Huntsville. Two buildings, one after the other, both under CCDC 2 with progress billing certified by the corporation's consulting engineer.

A stipulated price meant the corporation knew the number before work started. Every progress draw was inspected and certified by the engineer before it was paid, so the board released money against work it could see, not against a schedule of values. Substantial completion landed in the last week of January, with the crew on the walls through the fall and into winter.

Based in Dwight, 20 minutes from Huntsville. We are on site in winter, not driving up from the GTA when the weather cooperates. The corridor from Orillia to North Bay is our home ground.

Site walk and scope review
Free. Bring the engineer's report if one exists and we walk the building against it. If there is no report yet, we tell you what we see and what should be investigated before anyone prices it.
Fixed-price CCDC 2 proposal
A stipulated price with allowances stated plainly and unit rates for discovered conditions, so an opened wall does not turn into a renegotiation.
Engineer coordination
Progress draws are certified by your consulting engineer before we invoice. The board pays for inspected work. No payment disputes.
Owner communication
Resort communities stay occupied through the job. We schedule around owners and renters, give the property manager the schedule ahead of time, and issue notices before work reaches a unit.
Warranty and closeout
Warranty terms and closeout documentation delivered for the corporation's records, so the next board and the next reserve fund study have the file.

Frequently asked questions
Do you work under CCDC 2?
Yes. Both of our resort condominium buildings are CCDC 2 stipulated price contracts, with progress billing certified by the corporation's consulting engineer. We are used to the form, the supplementary conditions that usually travel with it, and the holdback and certification schedule that follows from it.
Can you work with our reserve fund study and consulting engineer?
Yes. That is how both current projects run. Your engineer sets the scope and inspects the work. We price the scope as written, and each progress draw is certified by the engineer before the corporation pays it. If the reserve fund study has the item scheduled for a later year, we can price it now so the board has a real number to plan against instead of an estimate.
Do you work through winter?
Yes. Substantial completion on our first resort condominium building was 26 January 2026, which means the crew was on the walls through the fall and into deep winter. We are based in Dwight, so a January site is a short drive rather than a decision. Winter envelope work comes down to sequencing: open only what can be closed in the same day, and keep temporary weather protection on everything else.
Are you insured and licensed for this work?
Yes. A certificate of insurance is available on request. Fuller Developments holds HCRA licence B60200, is Tarion registered, and WSIB clearance is available on request.
How do you handle occupied buildings?
Resort communities stay occupied through the job, by owners and by renters, and we plan for it. Notices go out before work reaches a unit's elevation, access to entrances is kept clear, materials are staged away from the doors, and the active work area is fenced. The property manager gets the schedule ahead of time so owner questions have an answer before they are asked.
What size projects do you take on?
Single-building remediations to multi-year phased programmes. Our two resort condominium contracts are full-building envelope jobs run one building at a time for the same corporation, which is the shape most phased programmes take. Smaller scopes, a balcony run or a water ingress repair on one elevation, are also worth a call.
